Yes, you can clean out the faulty that has been jammed due to dust and debris, but still, its performance will not be up to the mark and it will certainly make noise at some point in the future. It is better to get a fan with good static pressure for your PSU for better cooling performance, as it pushes air with greater force. Most of the fans in PSU have a 2-pin connector, so you can either buy a 2-pin connector fan directly or can convert the 3-pin connector fan to a 2-pin connector by identifying the correct positive and negative wire. Generally, the red or yellow wire is positive, and the black wire is negative.
If the fan on your PSU is soldered then you can either solder down the new fan, or you can join the wires by cutting the older fan wires from the middle.
Note: Proper care and precautions should be taken while opening the PSU because it contains high power components that may have charge left in them, and you may electrocute yourself if you are being very careless. The main components that you should be worried about are the transformer and capacitors.

Sounds like the fan motor blew out. Fans are a mechanical device, they have a motor and working parts, sometimes they fail. I would call MSI and see if they can fix it under warranty.

Recently, my computer fan kicks up sometimes and just doesn't stop running. You have two variables, the fan and the motherboard. The MSI motherboards has all 4-pin headers. The 4 wires are ground, 12V, sense, and control. In a 3-wire setup 2 is modulated to control the fan speed and the fan just runs as fast as it can. Now a 4-wire fan should require the PWM control signal to spin, so plugging a 4-wire fan into a 3-wire header might not work. In your case, the MSI motherboard has 4-pin headers that can be auto-sensing, pwm, or dc mode. Dale Computer Services is an IT service provider.
With the system off can you spin the fan easily without friction? Have you tried using a can of compressed air to blow out any dust buildup on or around the fan? I've tried the compressed air and reseating all cables. I will try a bios upgrade. It's not just a fan but also serves as a heat sinc so I've avoided swapping. I would think any low draw case or cpu fan would work. If the fan were just burnt out, it should say 'fan error', or something like that.

May Honestly just bought the same laptop, late November early December and until now the cpu fan has been fine. Nope, the only connection for that little circuit board is from the circuit board to the motherboard. The light comes on when I turn the power on, so I assume the green light indicates the motherboard is getting power? I may be trying to make too much sense of it, because to me the power for the motherboard should come in at the bottom, where the power cord connects. It does, but one of the leads coming out of the power-supply is a pin connector, plugged-in to the motherboard. You will be able to attach it as a secondary disk-drive in the new computer, and copy all your files.
